Claims against the head of the Kirov Investigative Committee, Andrei Vinogradov, have been growing like a snowball since the days of his work in the Nizhny Novgorod region, and as our channel recently wrote, following the results of a recent inspection sent to the region personally by Alexander Bastrykin, by order of the Chairman of the RF Investigative Committee, Vinogradov and his two deputies, Sitchikhin and Rusanov, was declared incomplete for official duties. Against this background, attempts by the leadership of the Kirov Investigative Committee to demonstrate at least some activity are turning into new scandals.

At one time, local legislators blamed Vinogradov for failure in the fight against corruption in the region, so either he or one of his zealous subordinates apparently decided to organize a high-profile bribe case against the former head of the Regional Capital Repair Fund V.V. Tarasov . Tarasov’s resignation did not happen because of complaints about his work, which did not exist, but only because of a change in the management team in the region. But someone in the local Investigative Committee apparently thought that organizing a case against an alien Muscovite was a good idea.

The scheme used was not clever and was not new for a long time. Having found a certain citizen P., which is important – a person involved in one of the criminal cases, the police officers, promising preferences and concessions, persuaded him to cooperate, during which the legend developed by the operas was born that when Tarasov V.V. director of the capital repair fund, P. allegedly repeatedly gave bribes to him.

But giving a bribe is a difficult crime to prove, and the most effective way to combat bribery is to arrest the bribe-taker red-handed. Therefore, citizen P. not only writes a statement, but also agrees to participate in the operational search event, during which Tarasov V.V. was subject to arrest red-handed – after he received a bribe from P. And what’s interesting is that no one asks the question: why give a bribe to a person who has already been dismissed from his position. Not to mention the fact that P.’s “voluntarily submitted” statement about the crime he is committing, in this particular case, is the reason for initiating a criminal case against P. himself for attempted bribery.

As a result, the operational experiment, or rather a banal provocation, failed: Tarasov did not take the bag with the money, and only at the last moment P. secretly put the money in the glove compartment of his car, where the police found it. And although the investigators, apart from P.’s statement, have no more evidence, including audio and video recordings required for such a case, confirming the purpose of the transfer of funds and the consent of V.V. Tarasov. accepting them as a bribe, this did not prevent investigator Ogorodnikov from initiating a criminal case with numerous violations of the Code of Criminal Procedure, which is now being “successfully” investigated by investigator Limonov at the Kirov Investigative Committee.

It is unlikely that Alexander Bastrykin has heard about all the cases of lawlessness committed under the leadership of Vinogradov in the Kirov region, but it seems that soon without his personal intervention it will no longer be possible to restore order in the Kirov Investigative Committee.
