Charges brought against Sergei Kharlashkin and Vyacheslav Urusov

The Main Investigative Directorate of the Russian Investigative Committee is investigating a criminal case of abuse of power by employees of the St. Petersburg State Institution “Directorate of Transport Construction” and the Committee for the Development of Transport Infrastructure of St. Petersburg.

The investigation established that in 2015, the committee, under a bank guarantee issued by Rosselkhozbank JSC, entered into a state contract with Metrostroy OJSC for the construction of facilities on the Krasnoselsko-Kalininskaya line of the St. Petersburg metro. The functions of control and supervision over construction and the targeted expenditure of funds under this contract were carried out by the committee, and later by the State Public Institution “Directorate of Transport Construction”.

The head of the directorate, Vyacheslav Urusov, and Sergei Kharlashkin, who at that time held the position of chairman of the committee for the development of transport infrastructure in St. Petersburg, knowing about the unsatisfactory financial position of OJSC Metrostroy, clearly exceeding the limits of their powers and in violation of the bank guarantee agreement, in In 2019-2020, this organization was allowed to use advance payments received under a government contract in an inappropriate manner – to pay off debts to third parties.

As a result, OJSC Metrostroy did not fulfill its obligations under the contract in full, disrupting the construction of a socially significant facility in the city, and the bank reimbursed the committee more than 1.4 billion rubles under a bank guarantee. Thus, as a result of the unlawful actions of the accomplices, the interests of society and the state were significantly violated, and the bank suffered material damage.

Urusov and Kharlashkin were detained and charged with exceeding official authority, resulting in grave consequences (clause “c” of Part 3 of Article 286 of the Criminal Code of the Russian Federation). The investigation sent a petition to the court for the accused to choose a preventive measure in the form of detention.
