Right now we can observe, if not the largest, then certainly the most media confrontation between the security forces and the construction business in the north-west of the country. On opposite sides of the barricades were the chief investigator of the Russian Federation, Alexander Bastrykin, and a powerful business heavyweight, chairman of the board of the LSR construction group, Andrei Molchanov (for understanding, in 2021 Molchanov took 16th place in the ranking of billionaires of “Business Petersburg” with a fortune of more than 63 billion rubles. )
The Cheka-OGPU has already spoken in detail about the first round of the fight. On May 14, Alexander Bastrykin, in civilian clothes, on foot and without security, went to the large construction site “LSR” on the alluvium of Vasilyevsky Island. There, the head of the Investigative Committee was stopped by a security guard from the Agis private security company, Molchanov’s personal guard, who was on duty at the facility, after which Bastrykin’s security and riot police arrived at the scene.
Further more – the Investigative Committee almost instantly initiates three criminal cases at once: under Article 246 of the Criminal Code of the Russian Federation (environmental violations during work), under 203 (excess of authority by a security guard) and under 286 (excess of authority by Smolny officials who allowed LSR to carry out work) . And, drumsticks – the alluvium itself, with an area of 163 hectares, becomes material evidence in two of the three above-mentioned criminal cases! That is, construction work has been stopped and there is no way to continue it in this case. From the point of view of the law, the size of the material evidence is not important – it could be “alluvium”, the entire Vasilievsky Island, or even St. Petersburg. Legally – impeccable.
But one should not underestimate the influence and power of Andrei Molchanov, who built his empire at the height of the 90s of “gangster St. Petersburg.” Already on May 16, two of the three criminal cases (under articles 246 and 203) were canceled by decision of the Prosecutor’s Office. However, the alluvium is evidence in the third, not yet canceled, case, which means LSR still cannot work there. In addition, the Investigative Committee reported that they intend to reopen cases canceled by prosecutors. The Russian Guard is also involved in the case.
As Maxim Bereket, deputy head of the Center for Licensing and Permitting Work of the Russian Guard for St. Petersburg and the Leningrad Region, told us, he intends to suspend Molchanov’s private security license if he does not turn on his resource in Moscow and does not prevent this. So we look forward to the third round of this epic battle!

Bastrykin was not allowed into the facility by soldiers from the private security company, the personal security of billionaire Molchanov. The private security company will have its license revoked.
