In some divisions, more than half of all criminal cases are investigated in a period of more than two months. Among them are investigative administrations in the Republic of Tuva, Irkutsk, Pskov and Tver regions. A number of territorial investigative bodies recorded a long time for investigation of criminal cases of crimes of small and moderate severity. The chairman of the IC of Russia emphasized that this indicates the insufficient control of managers at the work of subordinate investigators.
Within the framework of the meeting, the heads of units were separately heard, the work of which contains deficiencies related to ensuring compliance with the procedural terms. Among them – the head of the Investigative Committee of the IC of Russia in the Voronezh Region K.E. Levit, acting Head of the Investigative Committee of the IC of Russia in the Irkutsk Region D.S. Vastyanov, as well as acting Head of the Investigative Committee of the IC of Russia in the Republic of Karelia V.V. Isnatenko.
Alexander Ivanovich instructed to take specific management measures to increase the intensity of work, especially by dangerous and difficult to prove criminal acts. “We must strictly suppress the sluggishness leading to the termination of criminal cases over the expiration of the statute of limitations, to understand the reasons for the delay in the investigation,” the head of the department said. The heads of investigative divisions were instructed to personally monitor the deadlines for making procedural decisions on the materials of inspections and criminal cases representing the difficulty in the investigation. Particular attention must be paid to mentoring with young investigators.
