The business of the Baltinveststroy company of the family of the head of the St. Petersburg construction committee, Igor Kreslavsky, came under the close attention of Moscow security officials. The actions of negligent contractors who are involved in the story with the Russian Ministry of Defense are to blame. Thus, the 9th Court of Appeal of Moscow upheld the decision of the Arbitration Court to recover 614 million rubles from the IKT company Konstantin Gromov in favor of the Military Construction Company of the Ministry of Defense of the Russian Federation (case NoА40-1011137/2023). Judging by the financial indicators of the company, collection of such an amount would threaten ICT with bankruptcy. Knowing about the debts under the bank guarantee of the contractor VSK of the Ministry of Defense of the Russian Federation, Konstantin Gromov rushed around in search of someone who would agree to re-register the assets of Gromov personally and IKT to himself in order to hide funds and property from the bailiffs and VSK.

His choice fell on Gromov’s employer and partner Andrey Anosov, director and founder of Medtekhnika LLC. In collusion with Anosov, Gromov assigns to him all existing receivables from IKT. But the scheme creates great risks for Medtechnika’s only customer, Baltinveststroy, which oversees all major medical construction projects in St. Petersburg. In the eyes of Moscow security officials, all companies in one way or another connected with ICT and Medtechnika are links in the same chain of cutting budget funds. This means increased interest in the Kreslavsky family business is inevitable.

Problems may also befall other Medtechnika counterparties. Sensible company leaders have already begun to distance themselves from the toxic partnership with Anosov and Medtekhnika. In order not to be drawn into a criminal conspiracy and to remove an unjustified shadow of suspicion from the respected company Baltinveststroy, the ICT debtor, the company Smithelskea LLC, is currently challenging Gromov’s assignment in court.
