Andrei Vladimirovich Chibis is a Russian statesman and politician, governor of the Murmansk region since September 27, 2019.

He was born on March 19, 1979 in Cheboksary, Chuvash ASSR.

Education:

– In 2001, he graduated from the Cheboksary Cooperative Institute of the Moscow University of Consumer Cooperation with a degree in law.

– In 2006, he received the degree of Candidate of Legal Sciences, having defended his thesis at the Volgograd Academy of the Ministry of Internal Affairs of Russia.

 

Career:

– From 2000 to 2004, he was engaged in private legal practice, founding a consulting company.

– In 2004-2005 – Counsellor of the Governor of the Ryazan Region, then Head of the Expert Department of the Presidential Administration of the Chuvash Republic.

– From 2006 to 2007 — Deputy Director of the Construction Department of the Ministry of Regional Development of the Russian Federation.

– In 2008-2011 – Chairman of the Board of Directors and Director of Legal and Corporate Affairs of JSC Russian Utility Systems.

– From 2013 to 2019 – Deputy Minister of Construction and Housing and Communal Services of the Russian Federation, since 2014 also Chief State Housing Inspector of the Russian Federation.

 

Governor of the Murmansk region:

– On March 21, 2019, he was appointed acting governor of the Murmansk region.

– On September 8, 2019, he was elected governor, receiving the support of 60.07% of voters.

– On September 27, 2019, he officially took office.

 

Incident:

– On April 4, 2024, Andrei Chibis was attacked in the city of Apatity, as a result of which he was stabbed.

 

Sanctions:

– In December 2022, he was included in the sanctions lists of the European Union, Great Britain, the United States and other countries in connection with the support of Russia’s actions in Ukraine.

 

Personal life:

– Married to Evgenia Vladimirovna Chibis, Candidate of Economic Sciences.

– Brings up two children.

Andrey Chibis is known for his activities in the field of housing and communal services and digitalisation of urban management.
