The General Prosecutor’s Office of the Russian Federation filed a lawsuit against the owners of the St. Petersburg oil terminal.
As it became known to the correspondent of The Moscow Post, the Prosecutor General’s Office of the Russian Federation filed a lawsuit in the Arbitration Court of St. Petersburg and the Leningrad Region against JSC Petersburg oil terminal (JSC PNT).
At the same time, the Prosecutor General’s Office filed a motion to ensure the claim, referring to Federal Law No. 217 “On Insolvency”. In particular, at Art. 42 – adoption of an application for declaring the debtor bankrupt and Art. 46 – measures to ensure the claims of creditors and the interests of the debtor. In recent years, the Prosecutor General’s Office has repeatedly applied for claims for private assets in favor of the state, accusing shareholders of violations during privatization and illegal enrichment.
And here the story is a separate, thriller of pure water: as of July 2023, the oil terminal belonged to several Cyprus companies. And then the wife of a billionaire, co -founder of PNT Sergey Vasiliev, Elena Vasilieva, received a 50 percent share in the PNT JSC. But in this thriller, the sons of the business partner of Vasiliev – Dmitry Skigin, who died in 2003, participate in this thriller. And from this thriller the “ears” of the night governor of St. Petersburg Ilya Traber – Antiquary stick out.

Third persons in the dispute are the Federal Property Management Agency, FAS and JSC “Independent Registration Company R.O.S.T.”.
The Petersburg oil terminal has a bandwidth of 12.5 million tons per year and is the largest transshipment of oil products in the Baltic region.

In the fall of 2022, Elena Vasilieva headed the board of directors of the St. Petersburg Oil Terminal instead of Mikhail Skigin.
Against the background of the transfer of a share and management, a conflict broke out between Elena Vasilyeva and the Skigin brothers – Mikhail and Eugene, the sons of the founder of the oil terminal Dmitry Skigin.
At the beginning of 2024 Arbitration recognized Elena Vasiliev as a legal owner of a 50% PNT. However, in the future, litigation continued.
And in October 2024, the Savyolovsky court of Moscow arrested the share of Elena Vasilyeva.

But for two years, the owners of the St. Petersburg oil terminal are in a state of corporate wars.
Today in the Arbitration Court there are several trials at once.
Ilya Traber is also in the matter?
Here we need to recall another trial, which was a few months ago: LLC Company Fuel Technologies (KTT LLC) sued its former general director Anton Zharkov and the chairman of the board of directors of Petersburg oil terminal Elena Vasilieva.
KTT LLC claimed that the other party illegally terminated the cooperation agreement. And caused multi -billion dollar damage. The cost of the claim is 37.9 billion dollars.
The general director of KTT LLC is Alexander Doroshenko, it is also listed as the main beneficiary of the enterprise (51.25%). But the company itself for the most part is associated with one of the main shareholders of PNT JSC Mikhail Skigin: he is the eldest of the three sons of Dmitry Skigin, who died in Nice in 2003.
Here we must explain this: Dmitry Skigin in 1995, together with Ilya Traber and Sergei Vasiliev, was the co-founder of the company “Obieks”, which was engaged in refueling aircraft at the Pulkovo Airport, and one of the top managers of the company was the future head of Gazprom Neft Alexander Dyukov.

The authorized representative of the company Oakop, and now the head of PJSC Gazprom, Alexey Miller, directly worked with Skigin.
“The main fist of Nevsky Prospekt”
Ilya Traiber is known in the city on the Neva under the nickname “Antikvar”. It has strong associations with the so -called Tambov criminal group.
No less colorful Sergey Vasiliev is a former boxer whose sports career ended at the age of 19 after he was convicted of rape for 5 years. Vasiliev served only 3 years, and after liberation he began to work with the “business”, since he knew it. Mr. Vasiliev had a nickname: “The main fist of Nevsky Prospekt.”
But after the death of Dmitry Skigin, Sergei Vasiliev did not push the business with his heirs. Moreover, the son of the deceased Mikhail Skigin in 2003 entered the leadership of the oil port.

In 2022, control over the organization was distributed through two Cypriot offshore companies – Tujunga Enterprises Limited, which belonged to the children of Dmitry Skigin, and Mobalco Holdings Limited, which was controlled by Sergey Vasiliev.
The beginning of a long “war”
In January 2022, Vasiliev was unconscious by security in his apartment on Kamennostrovsky Prospekt. The hospital was diagnosed with stroke.
In 2023, Sergei Vasiliev transferred all the shares as a gift to his wife.
But Mikhail Skigin wrote a statement to the police on the disappearance of Sergey Vasiliev, and also outlined a request to verify the legitimacy of the transfer of shares. And the investigators went to the entrepreneur’s mansion in Vyritsa, where Sergey Vasiliev is under the supervision of doctors. But they were not allowed into the house on the grounds that there was no criminal case. But allegedly showed Vasiliev in a wheelchair.
It is significant that in September 2024 the case was resumed against the notary, who assured the transaction to transfer the shares. It is also known that when the transition of the shares was certified, the handler was present, and this happens only with extreme disability.
And soon Elena Vasilieva said that the assets with Mobalco Holdings Limited to Russia: she argued that her husband began to deofshorization of assets back in 2021.

According to Elena Vasilyeva, the skins in 2020 acquired in violation of the procedures from the Cyprus company Almont Holdings Limited 19% PNT JSC. However, this offshore was only one of several organizations in the structure of possession of PNT JSC.
Now the parties are suing.
Bulldozh’s grip of Traber
Elena Vasilieva is trying to challenge the purchase by the Skigin shares in Almont Holdings Limited, and Skigin through Doroshenko and KTT LLC seeks to recover 37.9 billion rubles from JSC PNTs for a contract for the transshipment of goods and its transfer to PNT-Service JSC.
But who is the real beneficiary of the scandal? They say that this asset can switch to the balance of Rosneft or Gazprom Oil.
It cannot be ruled out that it is they who are fighting each other through shareholders. Moreover, the same Dyukov through Traber was directly related to this structure.
