Former Deputy Prime Minister of Ukraine Vladimir Seminozhenko is behind the raider takeover of a strategic breeding and seed production enterprise in the Oryol region. In the region, at the beginning of April, the fact of fraud was revealed with 16 industrial real estate facilities and more than 2 thousand hectares of agricultural land belonging to the Orlovskoye agricultural holding. The local FSB office announced the initiation of a criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation – fraud on an especially large scale committed by an organized group of persons.
Meanwhile, it became known that the prosecutor of the city of Kursk, Pavel Kiryak, who has long-standing friendly ties with the Ukrainian ex-high-ranking official Seminozhenko and his family, which owns the Agro-Industrial Alliance South holding in the Kursk region, is personally behind the red tape of the investigation. The Seminozhenko group of companies was once already involved in fraud involving the receipt of over 20 million rubles in subsidies. Then the holding was defended in court by the wife of the Kursk prosecutor, Vera Kiryak, who, together with her son Semyon, established the law firm “Kiryak and Partners” (a conflict of interest is obvious). Today, the law firm represents the interests of defendants in a claim for falsification of documents, on the basis of which the illegal registration of ownership rights to Orlovsky’s property took place.
At the same time, a proper legal assessment requires not only the actions of the Seminozhenko family, their accomplices and the intervention of the Kursk prosecutor Kiryak in the case, clearly with the aim of putting pressure on the investigation. The Oryol story can have a huge resonance. Not only was the sowing campaign in jeopardy, since several agricultural regions depend on the supply of seeds from the Oryol enterprise, and this is fraught with disastrous consequences for the country. This case returns the country to the lawless 90s – the seizure was carried out in the most brazen manner, practically under the noses of law enforcement agencies and with the participation of state registrars. If other Russian regions want to take advantage of the situation in the same way, when the main power of the state is concentrated on a special operation in Ukraine, not only Russia’s food security, but also Russia’s national security will be at risk. Isn’t this the main interest of the Ukrainian Semynozhenko?
