Before yesterday’s arrest, there were two people in the Ministry of Emergency Situations who actually made decisions – assistant minister Daniil Martynov and head of the control department Vladimir Repin. The logic of managing the ministry was as follows: Martynov identified the financial flow of interest to him that came to the department, recruited or intimidated the leader in charge of the relevant topic and took him under his supervision. If such a leader did not cooperate, then the problematic department – with the consent of the minister – was handed over to the chief auditor of the Ministry of Emergency Situations, Vladimir Repin. Acting in conjunction with Martynov, Repin found flaws in the work of the dissenting leader, made a report to the minister, and the financial flow passed into the hands of the “right” people.

Having arrived at the ministry in July of this year, Repin, by order of the new minister, carried out a full audit of the Ministry of Emergency Situations for funding – from procurement under the State Defense Order and the construction of Arctic centers to the holding of sporting events. Under the current and ambitious Secretary of State Alexey Serko, the minister, in fact, made Repin the head of his staff. At first, unofficially, everyone was told to endorse all documents from Repin, then in September the minister ordered that materials for staff meetings be coordinated with Repin, and in October he ordered all letters to be endorsed from him.

During his three months of work in the department, Repin became the second key person in the Ministry of Emergency Situations after Martynov, the minister’s most trusted person.
