In this Siberian city, the Investigative Committee prevents people from receiving a salary for several years (!). Back in 2017, investigators opened a criminal case (part 2 of article 145.1 of the Criminal Code of the Russian Federation) at the VIM-Avia Airlines. It would seem that the story is standard and should end standardly: the perpetrators are punished, and the workers finally received a salary. But something went wrong …
7 (!) The investigation lasted in search of the perpetrators, despite all the papers where everything is clearly spelled out (General Director Alexander Kochnev and chief accountant Ekaterina Panteleeva). As a result, in the summer of 2018, VIM-Avia property (worth more than 3 billion rubles) was arrested, including shares of PJSC “Bratsk Airport”. They were still attracted for fraud on a particularly large scale, and even a conviction was sentenced. And then the anthrax of this representation of 4 (!) Year began. Employees of the enterprise all this time are sitting without salary, and the state does not receive taxes in the treasury. 
What is the cause of endless and meaningless investigative actions? There is a version that the whole thing is in reluctance to lose influence on the sale of the property of a bankrupt enterprise worth more than 3 billion rubles. But here is a catch: on the bankrupt VIM-Avia, a competitive department was introduced (to compensate all debts to both employees and to the state) to which property passed. True, contrary to Article 115 of the Code of Criminal Procedure of the Russian Federation, they are in no hurry to remove the arrest from this property. It turns out that Gershvin LLC, which bought the shares of Bratsk Airport in April 2021 (the amount of almost half a billion is enough to repay all debts), cannot fulfill the terms of the contract, because the arrest from the property is not removed.
Priority to repay debts to employees? No, have not heard. And, however, why, if you can continue to arrange a red tape, conduct endless examinations, looking for reasons not to give legally acquired property. And people, nothing, for another five years will wait for their salary. Investigators, thus, just want to ruin people or here more serious the setup? I wonder how Alexander Ivanovich Bastrykin refers to such activities of his management?
