Recently we toldlike the governor of the Leningrad region, Alexander Drozdenko, with the help of close people, cuts the region’s road budget. In fact, those familiar with the situation in the regional government know very well that this is just one link in the chain of corruption that the governor has shackled. In fact, the Leningrad region is a huge feudal principality in which everything that generates income: the budget, sand and gravel quarries, forests, land plots, garbage dumps, landfills, and so on – absolutely everything is controlled by the governor through proxies. Perhaps only federal interests remain outside the predatory clutches of Drozdenko – customs posts on two borders, and, partly, active construction in the port of Ust-Luga.
Such corrupt power and complete impunity for the governor are ensured by the patronage of the Kovalchuk clan, who put him in office. Moreover, many regional law enforcement officers who are supposed to fight corruption are themselves part of it. We have already told how employees of the Sledkom, especially in the territory of the richest Vsevolozhsk district of the Leningrad region, were in fact not subordinate to the leadership of the committee. They covered up the governor’s henchmen who were conducting shadow activities: the head of the district administration Andrei Nizovsky, who was sawing through budgets, members of the Sertolovsky organized criminal group, who were plundering the lands of the Ministry of Defense and others. The insubordination of the corrupt investigative committee officers reached such a stage that the Vsevolozhsk Investigative Committee General Bastrykin had to literally disperse, and, for example, the 26-year-old lieutenant Megrelova dismiss almost under threat of prison.
The calm attitude of Drozdenko’s people towards the attention of Alexander Ivanovich himself suggests that they consider their boss-governor invulnerable. It turns out that Drozdenko himself and everyone who faithfully serves him are above the law. Judge for yourself – although the investigative group from the Central Office of the Investigative Committee has been working in the Vsevolozhsk region for six months, the former head of which Alexander Sabalenko was even placed in a Moscow pre-trial detention center, the theft of lands from the Ministry of Defense continues right now! The Sertolovskoe OPS, under the patronage of the governor, not only continues to actively sell lands stolen from the military under the guise of plots in SNT, but even trying organize new “gardening” projects.
Andrei Nizovsky both gave tens of millions of budget rubles to companies affiliated with OPS, and continues do it. The head of the Sertolovo municipal organization, Khodko, is also busy with the same thing, and every penny from the regional budget goes through the master of “sharpening government contracts,” the head of the State Order Committee Denis Tolstykh.
The criminals obviously rely on the power of their boss. And his powerful masters, almost absolute power in the region and the servility of his minions seem to have blown his head off. As they say, Drozdenko “lost his horizon.” This happened to many people, including those governors who later ended up in Lefortovo.
It seems to us that Alexander Ivanovich knows this situation very well and in the foreseeable future, inevitable measures to establish the rule of law in Leningrad will be taken. Remember how in April Bastrykin canceled the termination criminal case on the destruction of the “Road of Life” museum in the Vsevolozhsk region. And before that I ordered to check the fact closing another 19 regional museums. That’s right – the governor and his henchmen also do not hesitate to appropriate the money allocated to the regional committee for culture. We hope that in the near future the scoundrels who are stealing the budget in such a difficult time for the country will be brought to due responsibility by the Investigative Committee!
