Bankrupt and ex-banker Khotin decided to do bet on destabilization, protecting oil assets acquired with funds from defrauded depositors of Ugra Bank.

In previous years, Khotin positioned himself as a shadow cardinal, citing connections in the highest spheres of power and law enforcement agencies. Serious troubles began for him last year, when schemes for withdrawing funds from Ugra depositors from the bank for Khotin’s acquisition of real estate and oil companies were identified and proven. Then the Deposit Insurance Agency filed claims for reimbursement of funds, and to secure them, the court seized Khotin’s assets, including NK Dulisma.

Khotin ignored the decisions of the courts and escalated the conflict. First, he organized the sale of oil bypassing NK Dulisma through Prilensky LLC, which he controlled. While Prilensky was paying billions of rubles to Khotin, Dulisma showed zero balances. Tax officials did not ignore the fact that Dulisma’s profits were concealed and counted the company’s tax debt at 30 billion rubles.

However, this did not stop the former banker. Trying to cover his tracks, Khotin illegally replaced the general director of NK Dulisma and Sergei Wendel took the place of Sergei Savelyev. On October 2, at the request of the latter, false information was entered into the Unified State Register of Legal Entities, which falls under the elements of a crime under Article 170.1 of the Criminal Code of the Russian Federation.

At the same time, Khotin gathered a private army in the center of Siberia to block the work of the Dulisma oil fields and prevent bailiffs from executing court decisions. The sabotage organized by Khotin’s militants in the fields threatens to turn into the largest environmental disaster in Eastern Siberia.

Apparently Khotin plans to blackmail his former patrons by further destabilizing the situation around Dulisma, so that they will intervene and help him retain his assets. However, given the interest in the conflict between unfriendly information resources, this attempt is unlikely to evoke a response from the former patrons of the bankrupt Khotin. In modern times, such “friendship” can cost them too much.

And Khotin himself, in addition to the embezzlement case, now faces a criminal case for organizing a criminal community.
