The FAS opened the cartel in the implementation of national projects “Education” and “Demography” for more than 2.8 billion rubles at the conclusion of state contracts in Moscow, the Primorsky Territory and the Khanty-Mansi Autonomous Okrug.

The total amount of state contracts is 2 866 510 383 rubles.
It should be noted that among the participants of the cartel, the scandalously known LLC Park Invest LLC lit up, which, due to the breakdown of the construction of the Federal Tax Service of the Federal Tax Service in Surgut, managed to get into the “black” list. In this dark story, the governor (at that time) of the Khanty-Mansiysk district Natalya Komarova still tried to figure out in detail, but she could not.
The company “Park Invest” continues to work in the vastness of Russia: the general director and founder is an Avetov Roman, but it seems that Vitaly Romanovna Avetova, daughter of Roman Vaganovich Avetova, refuel all the affairs in the muddy office. The Avetov family is all in “chocolate”: they continue to cut coupons, because they also have their funeral office.
Operation “Taran”
Cartel participants came up with a brilliant scheme.
It turns out that business entities, with the participation of auctions, had to adhere to a strategy with the conditional name of Taran with the aim of price disorientation of bona fide participants and ensuring the victory of a pre -chosen “lucky man”.
Bidding took place to carry out design and survey work and the construction of non-residential buildings in Moscow, Primorsky Territory and Khanty-Mansi Autonomous Okrug.
The FAS eventually accused LLC Park Invest, Gardarika LLC and two individual entrepreneurs of violating antitrust laws.

The company “Park Invest” provides a wide range of services from design and survey work to commissioning the facility. Among the projects are the children’s recreational complex Borodino, secondary schools in Vladivostok, Surgut, Khanty -Mansiysk.
Gardarika LLC is registered in 2014 in St. Petersburg. The company is engaged in the development of construction projects, as well as the construction and demolition of residential and non -residential buildings. CEO and founder Tatyana Katunina.
But the most interesting is precisely the Avetovs office.
Built for 1 billion rubles according to fake documents
Of course, the project of the construction of the tax service building in Surgut for 1 billion rubles is coming to the fore in large -scale activities of LLC Invest LLC.
Looking ahead, we note that this contract with the company “Park Invest” was terminated due to false documents of the contractor. I wrote about this “True Urfo”.
Indeed, in the spring of 2023, the tender for the construction of a new building for the tax authorities caused a stormy discussion first due to an amount of 1 billion rubles, and after due to complaints to the FAS.
It must be recalled that 4 companies fought for the first contract at once, including the local company Sibmehstroy.
It was this company that turned to antitrust.
And the competition was held again. On the second attempt, the lot was played. The tender was received by the company LLC Park Invest.

But, after a year and a half, the contract was terminated unilaterally: the reason is the forgery in the documents declared for the competition.

Following the results of an unscheduled audit of compliance with the legislation of the Russian Federation on the contract system in the field of FAS procurement, a decision was made dated 11.07.2024 in case No. P-159/24, in accordance with which the fact of submission of LLC Park Invest was established to participate in the electronic auction of false documents.
The contractor was enrolled in the register of unscrupulous suppliers.

In October 2024, the Federal Tax Service demands from LLC Park Invest to return the advance payment – more than 57 million rubles after failure in Surgut.
The price of the contract was 949.5 million rubles.
Deceived the equity holders
We also note that the company’s portfolio has state orders for 3.3 billion rubles.

And the organization was also attracted for completing houses in Ugra, but the contractor had difficulties.
The governor (at that time) Natalya Komarova did not satisfy the completion of the house for equity holders of Nefteyugansk, and the head of Nefteyugansk Elvira Bugay and the developer of House Group LLC could not agree on the construction time.

It didn’t work out.
And another object of equity holders -house No. 6 of the LCD “Cozy” -delivered a lot of trouble to the Yugra authorities, and the work on completing the house was suspended in the summer of 2023. Again, the problems with the developer -LLC Park Invest. The mortgage agency of Ugra bought out shared participation agreements from equity holders. And the difficulties began. The equity holders asked Natalia Komarova.
Citizens have announced unlawful tax requirements for new housing: in some cases, the size reached 900 thousand rubles.
This story began, even when the Ugra construction department was headed by the current director of the mortgage agency Grigory Nevostraev. It was with Netstroeva to completion of the house that the contractor was invited, who lost the task. And the proceedings went to the courts, although the developer of the house – LLC Park Invest – was supposed to complete the work until the end of October 2023.
