At the end of November, the Government prepared a list of bills that the State Duma should adopt by the end of the year. This list of TOP 10 documents also included the new law on taxis, which even the first deputy chairman of the State Duma Zhukov calls long-suffering. The current law has been regulating the industry since 2011 and, as officials and experts note, it is simply hopelessly outdated.

Regarding the new version of the bill, there have been no critical disagreements for a long time – business and regulators have long ago agreed on everything. Also, a set of amendments is already ready, but not without a certain political will. By the way, the relevant transport committee did not meet even once during the fall to discuss an important document for the industry.

In other words, the current situation looks like this: the industry and the regulator themselves got together, discussed and prepared a draft law, which the transport committee cannot find the time to finalize and move forward. Therefore, apparently, after the tough position of the Government, criticism from the first deputy chairman and the media, the State Duma decided not to wait for colleagues from the committee and did all the work for them. And if this law – like others – are not considered by the end of the year, then the system will have serious questions about the current convocation.
