According to the source, in the near future not very transparent financial activities of bookmakers may be under the tight control of the Central Bank of the Russian Federation. To do this, a new product will be created for system -forming banks and, according to experts, it is one of these banks that should take on the service of the Central Executive Committee. This will ensure maximum transparency behind the activities of bookmakers and targeted sport deductions. Then, as the deputies of the State Duma now offer a very strange reform of the bookmaker industry, impose a private operator instead of centers and the Federal Tax Service. In fact, financial flows from bookmakers will be transferred to private hands. Deputies propose to change the tax rate of up to 1% of the amount of bets, create a single regulator with a private operator in order to “tighten” control. But how can you tighten control over the industry if the creation of one private operator is proposed instead of the current two SROs and two centers (now it is an NPO “Mobile Card” for some and Qiwi – in others). It is more logical to translate the control of online bets into a state structure. This can be a state bank, which will control all receipts and payments. We have a lot of system -forming financial institutions with a huge share of the state. And deductions can be sent immediately to the budget of the Russian Federation for sports, as the Ministry of Finance offers. There will be a complete transparency of the receipts and expenses of these deductions. And we are talking about gigantic amounts. According to forecasts of the amount of deductions in 2020, they will amount to 2.5 billion, and in 2021 this amount will double.
