Resolving one of the main problems in cashing out, such as the “breaking” of the purpose of payment for construction companies, became possible thanks to the presence in the structure of AFK Sistema (which includes MTS PJSC) – its credit institution (MTS Bank) and a company that has construction OKVED (JSC Russian Telephone Company).
The client (construction company) makes a payment with the purpose of payment “Construction and installation works” or “For construction materials” to the details of MTS PJSC, where the payment is met by the necessary employee at the Bank, who is given letters prepared in advance for the client with a request to change the purpose of payment to “Under the agreement” deliveries.” As a result, it becomes formally possible for the Bank not to reject the client’s payment due to a discrepancy in the payment for “Construction and Construction Work” or “Construction Materials” and not to request relevant documents (contracts, etc.). Subsequently, under a fake “supply agreement” with MTS PJSC, phones and other products of MTS PJSC are shipped to retailers, who in fact pay for the purchased products in cash, which, minus a 16% “commission,” is returned to the client.
Thus, the client gets the opportunity to cash out funds under imaginary contracts for construction and installation work or the purchase of building materials, without realizing that he “de jure” purchased the phones.
Of course, this scheme would not have a long-term perspective without the corresponding above-mentioned patron, to whom the representatives implementing the scheme refer.
