Investigators of the RF IC found that from 2018 to 2022, the initial amount of the concession agreement for the construction of the “New exit from the city of UVA to the M-5 Ural highway” increased from 36 billion to 76 billion rubles. At the same time, the necessary approvals and justification for this decision were not carried out by Nazikayev (the supervisor of the concession). Apparently, the money (including a loan from the Project Finance Factory from VEB.RF and VTB in the amount of 12 billion rubles) are simply “scrolling”, which in the future will entail a significant increase in tolls on the Eastern exit.
Nazikayev is called a “dark horse” and a protege of the head of Bashkiria, Radiy Khabirov, without whose knowledge nothing happens in the republic. Bashkir Concession Company LLC is part of the VTB Infrastructure Holding group, the shareholder is the Turkish construction and investment company Limak Group, which is also a construction contractor. Thus, the number of criminal cases against members of Khabirov’s team is multiplying at incredible speed.
