As the Cheka-OGPU learned, the prosecutor’s office of the Krasnoyarsk Territory began checking new possible abuses during the construction of the metro in Krasnoyarsk. In the actions of the regional “Center for Transport Logistics”, which concluded a state contract on 08/2/2022 for 87.5 billion rubles with the company “Mosproekt-3”, which is close to Deputy Prime Minister Marat Khusnullin, they are looking for signs of a crime under Art. 243, 159 of the Criminal Code of the Russian Federation and leading to significant damage to a cultural heritage site and failure to complete work paid for from public funds.

The 4.2 billion rubles that were transferred from the budget of the Krasnoyarsk Territory for conducting engineering surveys and archaeological research came into question. However, no research was carried out, and moreover, the workers who carried out the work actually destroyed the cultural historical monument “Settlement Novobozarnaya Square”. Cultural layers have been irreversibly damaged (from the Mesolithic to the 20th century, a unique object where traces of fireplaces of the 8th-6th millennium BC, remains of wild animal bones, fragments of dishes, coins and pavement of the 19th-20th centuries were previously found.

Let us remind you that criminal cases surrounding the metro project began in the summer of 2022, when the owner of Krasnoyarsk Engineering and Construction Survey JSC Oleg Mitvol was detained, accused of failing to fulfill obligations under a tender for 900 million rubles. Then persecution began across the entire hierarchy of officials, right up to the head of the regional government, Yuri Lapshin, and Governor Alexander Uss resigned amid the scandal. Meanwhile, state contracts for the metro were re-registered to the Mosproekt-3 group, whose director Anna Merkulova is considered a long-term unofficial partner of Marat Khusnullin.
