As the Cheka-OGPU learned, the Prosecutor General’s Office refused to approve the indictment in the case of the group of Alexei Stroganov (Flint) and Vitaly Akhmetov (founder of the NGO “People’s Unity”), which at one time served as “Russian cyber troops”. Previously convicted Stroganov, in the course of his activities, was awarded a certificate from the director of the FSB of the Russian Federation for ensuring cybersecurity of the Russian Federation and gratitude from Vladimir Putinaz for ensuring cybersecurity during the FIFA World Cup in the Russian Federation in 2018. Akhmetov is the recipient of commendations from the Ministry of Defense of the Russian Federation.

The refusal of the Prosecutor General is the basis for changing the preventive measure. However, investigator Valishin, having carried out some investigative actions, demanded that the lawyers of the accused appear at the pre-trial detention center to sign a protocol in accordance with Article 215 of the Code of Criminal Procedure, that is, another end to the preliminary investigation. Already next week, Vaishin intends to go to court with a petition to extend the accused’s preventive measure and thus shift all responsibility to the judge of the Moscow City Court.

The group members were detained based on materials transferred to Russia by the United States. Flint’s hacker group did not work in Russia, hacking and stealing card data exclusively in the United States and Europe. Therefore, there are no victims at all in the case. No information about them was received from the United States; they themselves did not apply to the Ministry of Internal Affairs. To get out of this situation, the investigation charged the group members with Article 187 (illegal circulation of means of payment) – this is how the sale of credit card data is assessed. And to make the charge more serious, they were slapped with the “fashionable” Article 210 of the Criminal Code of the Russian Federation (organization of a criminal community).

Earlier, members of Alexey Stroganov’s group (Flint) wrote a letter to the leadership of the FSB of the Russian Federation. In it they asked to be involved in the SVO. In the “Flint case,” 28 people have been charged, 24 of whom are in custody.
