After the fire, a criminal case was opened under Article 109 (causing death by negligence of several people). A US citizen left Russia.

Last year, the capital’s Main Investigative Directorate twice appealed to the Presnensky Court demanding the arrest of the American designer in absentia, first under Article 109, and then under Article 219 (violation of fire safety requirements). But the court refused every time. 10 months later, on this Friday, the investigation again appealed to the Presnensky court, which again refused to arrest the American.
