As it became known to the Cheka-OGPU, the Moscow City Court changed the measure of restraint for Elena Popova, a specialist expert in the records management group of the Government of the Russian Federation. She is accused of major fraud. The Moscow City Court considered that the Presnensky court, having sent Popova into custody,
“did not properly take into account the totality of information about the identity of the accused, which, given the appellate court, taking into account the principle of humanism, all the grounds for choosing her a less severe measure of restraint in the form of house arrest.”

As the Cheka-OGPU has already reported, as a result of an operation carried out by security forces in Moscow, former employee of the Federal Tax Service of the Russian Federation, and then one of the structures of the Russian government, Elena Popova, was detained. According to the Main Investigative Committee of the Investigative Committee for Moscow, she invited a large businessman to transfer through her a bribe of 10 million rubles to the employees of the Federal Tax Service of the capital so that they would make the necessary conclusions based on the results of checking the structure of the businessman. However, operatives learned about the negotiations and detained all their participants – Popova, Bakhareva, Goncharova, Baturina and Savin. The first four are charged with articles of the Criminal Code of the Russian Federation 159 (fraud) and 291.1 (mediation in bribery), and Savin only 291.1. The court chose preventive measures for them in the form of detention and house arrest.
