As the Cheka-OGPU learned, the Military Investigation Directorate for Strategic Missile Forces interrogated Sergei Datsko, who, as the head of the DMZ, was responsible for the development and production of UAVs and Moskit, Kh-22, Kh-55 missiles for almost 10 years. It turned out that it was Datsko who gave a bribe in the form of an apartment to the Ministry of Defense receptionist Marchukov so that he would turn a blind eye to thefts in the Ministry of Defense. We will tell you the details of this story in the next post, but for now let’s focus on another point.

As our editors found out, the investigation, which began with an episode of a banal bribe for employment in the acceptance department of the Ministry of Defense, has now reached large-scale thefts at Shoigu’s main project – the National Center for State Defense Management (NTSUOG). At the same time, the small investigative department for the missile forces has some kind of incredible carte blanche and it is not clear to what “heights” the investigators will be allowed to reach. Apartments and other expensive gifts were, so to speak, gratitude to Marchukov. And Marchukov had to accept objects and complexes with obvious traces of poor condition and gigantic thefts on the go-ahead from above.

The list of defendants in the case is impressive: ex-commander of the division of the 3rd separate air defense army (missile attack warning system), ex-deputy general director of PJSC RTI Vyacheslav Lobuzko (arrested); former general designer of the missile attack warning system, ex-head of RTI Sergei Boev; Head of the Department of Military Representations of the Ministry of Defense, Major General Oleg Stepanov; former head of NTSUOG, ex-Deputy Minister of Defense Mikhail Mizintsev (now at PMC Wagner). And then it’s not far to Shoigu.

We are talking about a large group of representatives of the Ministry of Defense who led both the creation of the Missile Attack Warning System and the creation of missiles and UAVs.

A separate “song” is Shoigu’s favorite brainchild of NTSUOG. The project was announced as a single center for managing everything possible: from boiler rooms that heat barracks to missiles. In reality, it turned out to be just a gigantic office.

Since 2014, the budget for designing and equipping the center has constantly increased and the amount of budget spending has exceeded 40 billion rubles, but this did not give the desired effect, only beautiful sofas, armchairs, TVs and computers for fabulous money (bought several times higher than the market value). But NCUOG never became a single center.
