According to the source, the case was initiated by the Investigative Department of the Main Investigations Directorate of the Investigative Committee of the Russian Federation for Moscow against the deputy head of the Center for Economic and Service Support of the Main Center for Economic, Transport and Service Support of the Main Directorate of the Ministry of Internal Affairs for Moscow, Sergei Kushchev. In November 2022, a Muscovite was mobilized and was drafted into the Russian Armed Forces. His mother began to look for ways to undergo an additional medical examination that would declare her son unfit. The woman turned to a “well-connected” friend, and she turned to Kushchev. At a meeting with the women, he said that they had come to “the right place” and that, due to his line of work, he had a lot of high-ranking friends in the Ministry of Defense, with whom he would “talk in the near future.” Later, Kushchev said that friends from the Moscow Region agreed to help, the service would cost 1 million rubles. In December 2022, this amount was transferred to an employee of the Ministry of Internal Affairs in the premises of the State Budgetary Institution “Zhilishchnik Mozhaisk District”.
Investigators regarded everything that happened as fraud and on October 26 opened a criminal case against Kushchev.
