As the Cheka-OGPU learned, the Investigative Committee announced the end of the investigation to the adviser to the head of the Ministry of Internal Affairs of the Russian Federation, the former head of the police Main Directorate of St. Petersburg and the Leningrad Region Sergei Umnov. In the final version, the investigation reclassified the charges against the general from abuse of power (Article 285 of the Criminal Code of the Russian Federation) to numerous episodes of receiving especially large bribes (290 of the Criminal Code of the Russian Federation).

The retraining was accompanied by a new series of searches, including representatives of the St. Petersburg car market. The fact is that the investigation sees expensive foreign cars used as bribes by the generals themselves and their associates. These cars also passed through the “Fund for Assistance to Programs of the Central Internal Affairs Directorate of St. Petersburg and the Leningrad Region,” manipulations with which became the reason for the arrest of three generals last summer.

After new charges were brought, to the editors of the Cheka-OGPU a speech was received from the minister’s adviser.
