According to investigators, Malygin gave a particularly large bribe to the representative of the 16th Central Research Institute of the Ministry of Defense of the Russian Federation, Meshchanin, for providing assistance for the quick and unhindered consideration of documentation from the Athena R&D. The bribe, as investigators believe, consisted of the fictitious employment of three people at half the rate at FGANU TsITIS.
OKR “Athena” is an information security system for the multi-service communication network of the Ministry of Defense of the Russian Federation, which will allow creating a control system protected from threats.
“There was no bribe. The employees named in the indictment transferred part of their wages to Meshchanin, and he, in turn, did part of the work himself, and transferred the other part to other employees of the 16th Central Research Institute of the Ministry of Defense of the Russian Federation. The entire accusation is based on the testimony of Meshchanin, already sentenced to 4 years of maximum security, and his deputy Galchin, who give the kind of testimony that the investigation needs. The measure of restraint for the scientist is also surprising. Malygin has four minor children. The wife is on maternity leave and the family is in dire straits – they have no savings or sources of income,” a family friend told us.
