As the Cheka-OGPU learned, a court in Kaluga issued a guilty verdict in a criminal case of a particularly large bribe in the implementation of a government contract for technical supervision, maintenance and modification of equipment of the Pacific Fleet. Engineer of RATEP JSC (part of the Almaz-Antey East Kazakhstan Concern) Vladislav Shlagov was sentenced to a fine of 3 million rubles for receiving 3% of the price of a government contract (1.14 million rubles) from the General Director of CenterSvyazService LLC (CSS) Dmitry Mironov. Shlagov is also prohibited from holding certain positions for five years, and the court confiscated the 370 thousand rubles he actually received.

As it turned out during the trial, engineer Shlagov, being an official of the Armed Forces of the Russian Federation, in 2020 obtained from his management the appointment of him as responsible for quality control and acceptance of work performed by the CSC within the framework of the concluded government contract. The convict carried out a preliminary check and prepared the notifications planned to be sent to the central authority for the acceptance of products, made adjustments to them, carried out technical acceptance of the products, prepared and signed protocols for checking their performance, conclusions, and also presented the acceptance certificates for the work performed to the commander of the military unit.

Shlagov also produced certificates of compliance of the repaired products with the requirements of technical documentation and the terms of the government contract and ensured their prompt signing by management and receipt of the certificates by the contractor. He received part of the bribe in several tranches: both in person and on a bank card. During the preliminary investigation, Shlagov entered into a pre-trial agreement, within the framework of which he testified against the bribe-giver.

As a result, a criminal case was initiated against Dmitry Mironov under Part 5 of Art. 291 of the Criminal Code of the Russian Federation (giving a bribe on an especially large scale), part 3 of Art. 327 of the Criminal Code of the Russian Federation (purchase, storage, transportation for the purpose of use or sale, or use of a deliberately counterfeit citizen’s passport, identity card or other official document granting rights or releasing from duties, stamps, seals or forms) and Part 1 of Art. 201.1 of the Criminal Code of the Russian Federation (abuse of authority when executing a state defense order). The chief accountant of the CSS also came under investigation for the latter article.

During the investigation, Shlagov’s 2013 Nissan X-Trail was seized. In accordance with the court verdict, the arrest will be canceled after the convicts pay a fine and confiscate the bribe received.
