As the Cheka-OGPU learned, the case of Lieutenant Colonel Mikhail Gorbunov and Captain Ivan Gudkov, who served in the FSB Directorate for the Samara Region, was submitted to the Central District Military Court in Yekaterinburg.

Gorbunov is charged with four counts of accepting bribes and two counts of abuse of power. Gudkov is accused of three counts of mediation of bribery and receiving one bribe.

FSB officers, according to investigators, provided protection for “businessmen” involved in oil theft through tappings and dubious oil refining. They also took money for patronage in the service of traffic police officer Isabek Ramazanov. One of the episodes was a bribe of 500 thousand rubles. for the release from responsibility of a certain Magomedov, who was detained with drugs, resisted the police and was able to escape.

Initially, the investigation did not have many leads, but they were greatly helped by the active repentance and cooperation of Gudkov, who surrendered Gorbunov, stating that he was the senior in their tandem, and highlighting topics that were not initially the focus of attention. So, because of Gudkov’s testimony, Samara authoritative businessman Sergei Surkov had to go on the run.

This position was supposed to help Gudkov ease his own fate – according to the pre-trial agreement, he could only have one episode left. And the plan worked until he was released from the pre-trial detention center for his “merits” to the investigation. After this, under pressure from his FSB colleagues, he renounced his previous testimony and stated that he was allegedly forced to give it by threats.
