As the Cheka-OGPU learned, the Basmanny court, at the request of the Main Investigative Directorate of the Investigative Committee of the Russian Federation, authorized the detention of two former employees of the FSB of the Russian Federation – General Director of PromMash Test Alexey Filatchev and his brother Pavel Filatchev (beneficiary of PromMash Test and security officer of Sercons LLC). They were charged with obstructing the legitimate activities of journalists, involving violence against a journalist (Part 3 of Article 144), and hooliganism by a group of people or with the use of weapons (Part 2 of Article 213 of the Criminal Code). In 2019, the Filatchevs brutally beat Russian State Power journalists, who are now also being tried on a trumped-up case of extortion.

As the Cheka-OGPU found out, this case was opened by the police on March 20, 2019 in connection with the beating of correspondents of the journalistic project “Rosderzhava”. But two weeks ago, on July 24, the prosecutor’s office withdrew the case from the Ministry of Internal Affairs and transferred it to the district investigative department of the Moscow Investigative Committee, from where two days later the case was raised to the central office of the Investigative Committee. A number of other criminal cases are connected to this case.

The Filatchevs were detained on Monday, charged under two counts and brought to the Basmanny Court on Tuesday. There, the investigator indicated that the case had not been investigated for 4 years and was suspended allegedly for failure to establish the whereabouts of the persons involved, although there was a video recording of the crime, which gives reason to believe that Filatyev has corrupt connections in law enforcement agencies. The video that the investigator is talking about also includes the founder of Sercons Group (which includes PromMash Test), Ihsan Bozkurt. But the investigation has not yet made any claims against him.

In March 2019, Bozkurt and the Filatchevs beat journalists and a girl who had previously been fired from Sercons and paid her salary. It was the girl who complained to the Russian State Power, after which she, together with journalists, went to deal with her former employer. The editor-in-chief of the Russian State Duma claimed that the brothers Alexey and Pavel Filatchev, who took part in the beating of the journalists, were former FSB officers.

The prosecutor objected to their custody and asked for house arrest for the accused. The term of detention of Filatchev is currently set until September 24, 2023.

One of those beaten, Alexander Dorogov, himself became involved in a case of hooliganism at the request of a Sercons representative. Now Dorogov is on trial on charges of insulting the inspector of the 2nd regiment of the traffic police of the Ministry of Internal Affairs for the Moscow region, P.Yu. Gorokhov. and extorting money from him for allegedly stopping the video recording of a police officer’s official violations. With him in the dock is the editor-in-chief of the Russian State, Yan Kotelevsky. Human rights activists recognized both bloggers as political prisoners.
