As the Cheka-OGPU learned, the Presidential Administration and the Prosecutor General’s Office of the Russian Federation became interested in mass signals about the legal chaos that is happening in the Irkutsk region with the direct participation of the regional prosecutor Andrei Khanko.

At the same time, it is noted that Hanko has a corrupt connection with the former adviser to the governor of the Irkutsk region, Alexander Kopylov, whom the prosecutor promoted to this position. Subsequently, they together created “necessary cases” with financial interests, and drowned the “intractable” ones with prosecutorial checks and fabricated criminal cases. In other cases, on the contrary, they covered up “their own”.

Thus, to eliminate the consequences of the 2019 flood in the Nizhneudinsky district of the Irkutsk region, for several years it is not clear where 280 million budget rubles “floated away”. This money was supposed to be used to rebuild and restore a number of social facilities, including schools and hospitals. However, as was discovered during an audit in 2022, the money was largely not used in the intended manner.

It is significant that when the regional divisions of the Ministry of Internal Affairs and the Investigative Committee took the perpetrator for the “wallet”, the prosecutor’s office of the Irkutsk region rushed to his defense. And she did this, according to sources, on the personal orders of the regional prosecutor. In particular, there is information that the contractor contacted Kopylov with a request to “resolve the issue.” Probably through Hanko, since after that the prosecutor’s office rushed to the rescue.

What is available on the situation at the moment. There are results of an audit by the Prosecutor General’s Office of the Russian Federation regarding the leadership of the prosecutor’s office of the Irkutsk region. There are checks from the regional structures of the Ministry of Internal Affairs and the Investigative Committee on the facts of corruption between the regional prosecutor and the ex-adviser to the governor. There is information that the regional FSB is showing increased interest in the topic. And as a “bonus” – conclusions at the federal level.

Kopylov managed to escape abroad, but the rest of the defendants are forced to remain where they are. That is, implementation is not far off. And its uniqueness lies in the fact that in addition to the top prosecutors of the region, the regional government, along with the governor, who has not noticed the “activities” of his adviser for a whole year, may also fall under the distribution.

The question is how much litter will be taken out of the Siberian hut. But it is clear that it is impossible to continue to leave this topic without due attention. The “Novosibirsk prosecutor’s case” is still fresh in my memory, because of which former Deputy Prosecutor General Semchishin was forced to leave his post. The current situation in the Irkutsk region is already under the control of the Plenipotentiary Representative of the President of Russia in the Siberian Federal District Anatoly Seryshev and the Deputy Prosecutor General of the Russian Federation for the Siberian Federal District Dmitry Demeshin.
