As the Cheka-OGPU learned, Lieutenant General of the Krasnodar Ministry of Emergency Situations Oleg Volynkin, who was arrested on Thursday by the Basmanny Court of Moscow, is charged with abuse in concluding a government contract worth 7.5 million rubles. According to the investigation, Volynkin, having learned that money would be allocated from the budget of the Russian Ministry of Emergency Situations to eliminate ground subsidence at two fire and rescue units of the Krasnodar Territory, informed his friend, individual entrepreneur Andrei Koltsov, about the planned purchase. The latter became the winner of the auction for the supply of building materials “in the absence of competition rules,” but “did not deliver the goods.” At the same time, Volynkin, using “his authority and powers” as the head of the department, protected the department’s acceptance committee from going to the site to check the allegedly delivered goods, but simply signed all the documents for transferring money to the entrepreneur under the contract. After Koltsov, he delivered the goods, but they did not correspond “in volume and quality,” according to the materials that the Cheka-OGPU reviewed.
As a basis for the arrest of the lieutenant general, the investigator, among other things, attached a certificate from the FSB stating that Volynkin, if at large, could escape or put pressure on witnesses, destroy the means and instruments of the crime.
Volynkin himself told the court that he admitted guilt, is ready to cooperate with the investigation, will not hide, the damage has been compensated, has served for more than 39 years, supports and respects the law, can live with his brother under house arrest, and suffers from a number of serious illnesses.
