As it became known to the Cheka-OGPU, in St. Petersburg, based on materials from the local FSB Directorate of the Russian Federation, a case was opened on receiving and giving a bribe, the defendant of which is the son of the deputy chairman of the Investigative Committee Elena Leonenko, Igor Leonenko, who is an employee of the Economic Security and Combating Committee of the northern capital. As follows from the materials at the disposal of the editors, from October 2018 to March 2019, Ivanov and Shaman learned that the Economic Security and Inspectorate of St. Petersburg was conducting an operational investigation and inspection against JSC Management Company OPEC, as a result of which claims would arise against the company. Next, the general director of OPEC Management Company Shtykov asked Ivanov and Shaman, for a monetary reward, to organize everything so that the inspection was stopped. Ivanov, according to the case materials, received the consent of “unidentified” employees of the 8th department of ORCh No. 9 of the UEBiPK and indicated to Shtykov the price for the service at 24 million rubles. Shtykov handed over part of the money, and in April 2019, Shtykov contacted Department M of the St. Petersburg FSB Directorate. As part of the operational experiment, Shtykov left 4 million rubles in the car, which, as the materials again emphasize, ultimately should have gone to “unidentified officials of the Economic Security and Inspectorate for committing a deliberately illegal inaction – stopping the inspection.” Next, the parties agreed to transfer the next tranche – 15 million rubles.
