Shtykov handed over part of the money, and in April 2019, Shtykov contacted Department M of the St. Petersburg FSB Directorate. As part of the operational experiment, Shtykov left 4 million rubles in the car, which, as the materials again emphasize, ultimately should have gone to “unidentified officials of the Economic Security and Inspectorate for committing a deliberately illegal inaction – stopping the inspection.” Next, the parties agreed to transfer the next tranche – 15 million rubles.
