As the Cheka-OGPU found out, the country’s former chief investigator, Dmitry Dovgy, who was put on the wanted list, is now in Israel. He could have become a victim of provocation on the part of employees of the FSB of the Russian Federation and their agents, as well as revenge on the part of his former close comrade, the head of the Investigative Committee, Alexander Bastrykin.

The Cheka-OGPU has at its disposal a statement from Dmitry Dovgiy from a year ago addressed to the head of the FSB Bortnikov (before the initiation of a criminal case for attempted fraud), in which he reports facts of violation of the Federal Law “On Operational Investigative Activities” by employees of the FSB Directorate for the Republic of Mordovia and their “secret” agents Larisa Fetkhullova and Alexey Grishin (pictured). Dovgy writes that these persons repeatedly persuaded him, as a lawyer who had an agreement with Grishin to provide legal services (Grishin, the owner of Lamzur OJSC, was accused by the authorities of particularly large-scale fraud), to transfer large amounts of money to employees of the prosecutor’s office and the judiciary system for mitigating the sentence of Grishin’s sister Tatyana and assigning a suspended sentence to Grishin himself.

Despite Dovgiy’s repeated refusals, agents Fetkhullova and Grishin continued to conduct provocative conversations, trying to provoke Dovgiy to commit a crime. As it turned out, they came to all meetings covered in recording devices.

After this letter from Dovgiy addressed to Bortnikov, during an inspection by employees of the FSB Directorate for the Republic of Mordovia, the results of the operational investigation were falsified: the provocative phrases of Grishin and Fetkhullova and a number of Dovgiy’s answers were removed from them, from which it followed that he refused to fulfill their requests.

It must be said that in Mordovia, businessmen Fetkhullova and Grishin have long been known as professional provocateurs, hanging on the hook of the local FSB Directorate and working closely with the security forces. Using similar methods as in the case of Dovgiy, they helped bring to criminal responsibility the ex-Minister of the Government of Mordovia Alexei Merkushkin, the Chairman of the Supreme Court of Mordovia Alexey Lukshin, the Chairman of the Zubovo-Polyansky Court of Mordovia Valery Shindin and other officials and republican businessmen. As a result of these actions, employees of the FSB Directorate for Mordovia receive “clearance” of criminal cases, and businessman Grishin and his companion receive protection, protection and guarantees of reduced criminal sentences.

Why Dovgy did not know that these persons were provocateurs, we do not know. But as they say, be careful.

Employees of the FSB of Mordovia, with materials from the operational investigation, actually tried to initiate a criminal case against Dovgiya in as many as three different divisions of the Investigative Committee of the Moscow region, but they were gently sent away due to the lack of evidence and events of the crime.

But Alexander Bastrykin, who has long had “fiery feelings” for his former subordinate Dovgiy, became passionate about the matter. The investigative investigation materials were immediately accepted by the Central Office of the Investigative Committee and a case was opened against lawyer Igor Makarov, whom Dovgiy, at the request of Grishin and Fetkhullova, introduced to the latter to solve their commercial problems. Although Dovgiy and Makarov have been friends since their postgraduate studies at Leningrad State University in the 90s, they are lawyers of different chambers of lawyers and different legal entities.

According to a source of the Cheka-OGPU, after the initiation of a criminal case and the arrest of Makarov, Alexander Bastrykin, in the winter of 2022-2023, repeatedly told Dovgy and his mutual acquaintance from St. Petersburg that his goal was to imprison Dovgy in this case out of principle, since he “had not served much time.”
