As the Cheka-OGPU has already written, in the Moscow region a close study has begun of a group of people who have been misleading real estate investors for a long time and taking possession of their funds. Today our story is about a key player in this group.

For decades, JSC Design and Construction Association No. 13 (JSC PSO-13) has been operating in the construction market in the Moscow region, luring gullible customers with loud slogans. The company’s website is replete with the words: “We are responsible for the entire project: from concept development to commissioning,” “We know how to solve complex problems: we always exceed customers’ expectations, making them proud of the new facility they have built.”

However, having started interacting with these builders, clients quickly realize that the reality is far from the loud promises of PSO-13. As of today, in the file of arbitration cases, JSC PSO-13 is listed as a defendant in 259 cases! lawsuits. At the same time, even after losing the case in court, they do not pay their debts, and only filing a bankruptcy petition forces PSO-13 to pay (Cases No. A41-66722/23, A41-57092/2019, A41-17895/16).

One of the most telling examples of poor quality work is the story of the construction of PSO-13 terminal “Borisovsky” – a large production and warehouse complex in the city of Podolsk, near the village of Borisovka. After completion of construction, the customer PromTechAlliance JSC discovered that the floor in the constructed warehouse complex was constantly falling through. The examination found that a COMPLETE replacement of the entire asphalt concrete floor covering in the entire complex with an area of ​​117,000 sq. m. was necessary, and the reason was poor-quality design and construction errors made by JSC PSO-13.

At the same time, instead of qualitatively fulfilling his obligations, the owner of JSC PSO-13, Yuri Vorotnin, “agreed” with unscrupulous representatives of the customer, Knight Frank PM (General Development LLC) and achieved the acceptance of the project and work performed with huge shortcomings.

Since the injured customer contacted law enforcement agencies, Yuri Vorotnin is running around high offices and trying to “resolve the issue” without bringing him to criminal responsibility for fraud.
It is very strange that such an experienced person in business does not understand that it is always easier and more reliable to correct mistakes made in the work, and not to give kickbacks to Knight Frank PM, Alexey Anoshin, and then try to “resolve issues” with law enforcement agencies.

We remind you that the injured PromTechAlliance JSC filed a statement with the Prosecutor General’s Office and the Moscow Region Prosecutor’s Office in connection with crimes committed by contractors, including PSO-13 JSC, headed by Yuri Vorotnin, during the construction of the Borisovsky terminal. They will not stop there and will continue to seek punishment for the attackers in the legal field.
