As long as corrupt officials of the St. Petersburg administration do not make money. Colleagues drew attention to the persistent attempt of the State Institution “St. Petersburg House of Nationalities” to award a restoration contract worth 545 million rubles to a specific contractor. The Cheka-OGPU will tell you how this scheme works. This GKU is subordinate to the St. Petersburg Committee on Interethnic Relations and the Implementation of Migration Policy, which since 2019 has been headed by the ex-leader of the city faction of the LDPR Oleg Kapitanov. Like almost any Russian official, having arrived at a leadership position, Kapitanov began to recruit close people and distribute them to responsible positions. Thus, his close friend Olga Shulgina, who previously worked in a government agency and was already involved in a corruption scandal related to the restoration of the building, became the deputy head of the House of Nationalities. It is Shulgina, lobbying for the interests of her patron, who is trying to give more than half a billion rubles for the renovation of an old mansion on Mokhovaya Street, in which the State Public Institution is located, to the friendly company Revival of St. Petersburg, which is ready to share a generous kickback. Olga is not afraid of anything, because Kapitanov, who is supportive of her, using his connections, has already helped her get out of trouble after GATI inspected the restoration of the building of the House of Children’s Creativity, where she worked as a caretaker.
Kapitanov himself also has an interesting relationship with old mansions. In 2014, the Molis company, which was then simply owned by a merchant, carried out the restoration of the historic Stackenschneider house on the most expensive Millionnaya Street in the center of St. Petersburg. During the work, the building’s structure was significantly damaged and state-protected historical interiors were destroyed. Nevertheless, Kapitanov had enough influence and money to hush up the criminal case – now the building houses a hotel and restaurant, co-owned by the official’s wife Anna Kapitanova.
