In the execution of state contracts, more than 500 million rubles were stolen. For such an amount in reality, medicines were not delivered. At first, Zubkov denied guilt, but then he began to cooperate with the investigation. He said that the state contracts were obtained as a result of corruption actions of managing employees of the Ministry of Industry and Trade. The main mediator was Alexei Vlasenko, who have a lot of acquaintances in the Ministry of Industry and Trade. In March, Vlasenko was arrested.
