The scandal was associated with the illegal dismissal of an employee in 2022. The officer achieved the recognition of the document illegal two years later: the court ordered the Federal Penitentiary Service to restore it in the service in his former position and rank and pay monetary allowance during the forced absenteeism, as well as compensation for moral damage. In the period before the court decision entered into force, the Emets carried out illegal collection of information about the private life of the lawyer Denis Savelyev and other operational-search measures.
In particular, requests were received signed by the head of the Federal Penitentiary Service to the administration of the Yaroslavl district, where Savelyev lives, and at the kindergarten where his children were studied. The Emets, the head of the kindergarten, told the obviously false information that the UFSIN was supposedly inspection department, on the basis of which he asked to provide “characterizing and other information” to the lawyer indicating the passport data of the latter.
Emza’s requests to the administration of the Yaroslavl district and kindergarten were brought by the operative officer of the Federal Penitentiary Service Dmitry Martyanov, who submitted the “investigator of the Federal Penitentiary Service of Russia in the Yaroslavl Region” upon presentation of the official certificate. Subsequently, he systematically named the head of the kindergarten demanding to provide the requested information as soon as possible. Then Martyanov arrived at the registration address of the plaintiff and, introducing himself this time by the district police officer, examined the dwelling and interviewed the owner of the apartment about the private life of her lawyer.
By the way, the lawyer is a special -subject, and on the basis of Article 450.1 of the Code of Criminal Procedure of the Russian Federation, in relation to him any investigative actions, which include the request for private life, can be carried out on the basis of a court decision.
Soon after the SU in the Investigative Committee of the Investigative Committee in the Yaroslavl Region, a statement was received with a request to initiate a criminal case under Art. 285 of the Criminal Code of the Russian Federation (abuse of power) against Emts and Martyanova, the head of the Federal Penitentiary Service for the Yaroslavl Region retired and was warmed by Governor Mikhail Evraev. “Yuri Evgenievich has the necessary professional and personal qualities to show himself the effective leader of the central regions of the city,” Evraev wrote in his telegram channel on March 11, 2025. If the professional and personal qualities of the newly -made boss meant the ability to illegally collect personal data regarding objectionable, then the governor fell directly into the point.
