He needs the leadership of the Council of Judges as a cudgel of intimidation with the possibility of subsequent termination of powers for objectionable judges. He has been working according to this scheme for a long time; it developed under the previous chairman Chernov. Harutyunyan and Kislyak publish articles in the federal media that they are fighters against corruption, but this is a smokescreen to divert suspicion from themselves, that they allegedly did not have contact with the people listed in the publication.
