As it became known to the Cheka-OGPU, in a criminal case of mediation when transferring a bribe on an especially large scale (part 4 of article 291.1 of the Criminal Code of the Russian Federation), the general director of a large Moscow and near Moscow Construction Contractor LLC Techstroy Industry Sergey Kryuchkov was placed. The businessman pleaded guilty and actively cooperates with the investigation: in particular, he testified to the accomplices, spoke about the roles of other persons and reported a new episode of criminal activity. On this basis, the defense insisted on the cancellation of house arrest and the application of a milder preventive measure to Kryuchkov. In favor of this argument, lawyer Ruslan Zafesov was given by another argument that, house arrest “prevents labor activities related to the implementation of state and municipal contracts”.

The criminal case on which Kryuchkov is held was opened on February 1 by the investigator of the first department to investigate especially important cases of the GSU of the Investigative Committee under Part 6 of Art. 290 of the Criminal Code (receiving a bribe on an especially large amount), part 5 of Art. 291 of the Criminal Code (giving bribes). According to some reports, it may be associated with restriction of competition during the auction and the creation of more favorable conditions for the conclusion of an agreement with the administration of the Dmitrovsky district of the Moscow Region for the installation and operation of advertising structures in 2024 for LLC RUS OOTOR LLC. In the case, the deputy head of the district Alexei Ionov, representatives of Rus Outdor Sergey Dubkov (arrested) and Svetlana Oberechuk, as well as the head of the advertising department for ensuring the activities of local governments of the Dmitrov District Sergey Zykov (both under house arrest) are held in the case.
