As it became known from the source in the law enforcement agencies of the Perm Territory, in 2008 the investigating authorities revealed theft at the state defense enterprise of the Perm Porch Plant FCL in the amount of 17,200,000 rubles. A criminal case was instituted on this fact and a group of persons carried out theft, including: D.A. Pustoshinsky, V.A. Kozlov, P.A. Gorbachev and M.Kh Shokarov. The criminal case against these persons was allocated into separate proceedings, and they themselves were put on the wanted list. However, for unknown reasons, the criminal prosecution of attackers in 2010 was terminated, and the criminal case was suspended in connection with, allegedly, not by establishing persons to be attracted as accused, although the investigation had accurate data on the theft and the persons participating in it.

According to the source, even after in 2021 the fact of an unprecedented violation committed by the investigative authorities of the Ministry of Internal Affairs in the Perm Territory was opened by the prosecutor’s office, the situation did not change and the investigation refuses to attract D.A. Pustoshinsky, V.A. Kozlova, P.A. Gorbacheva, M.Khokarov to criminal liability.
