The verdict had not yet been rendered in the high-profile case of particularly large-scale fraud by the general director of the Master-Yug company, Roman Zhuravlev, when the company found itself at the center of another scandal involving the withdrawal of state funds. Let us remind you that, according to investigators, local officials, together with Zhuravlev, stole over 57 million budget rubles during the construction of a water pipeline to supply Simferopol, which was suffering from drought. And this amount amounted to more than 40% of the entire contract capacity.

Another state contract was concluded with the Master-Yug company for the reconstruction of the Feodosia-Sudak water pipeline, already for 4.4 billion rubles. But instead of purchasing the pipe included in the project, Zhuravlev turned to Iranian manufacturers who could significantly reduce the cost of producing the material. The supplier of the pipes was the fly-by-night company “Fardad”, and the “quality” certificates were issued by the phantom laboratory “Express-Test”. The purchase takes place through Turkish intermediaries, who receive a significant portion of the proceeds. Thus, actual costs were reduced due to the quality of the material, and public money was transferred to Turkey.

Of course, Novorossiysk customs could not help but allow products with valid certificates into the territory of the Russian Federation, only these certificates were issued by a certain testing laboratory “Express-Test”, which is on the list of phantom according to Rosselkhoznadzor . In addition to the fact that the laboratory, in fact, does not exist, the certificates themselves are issued in form D1 (this means receiving documents without the physical presence of the pipe itself and conducting at least some kind of examination). And the cherry on the cake: the pipes are coated with bitumen paint, which has been banned for use in Russia and Europe for several years.

As a result, we get not just the purchase of pipes abroad “cheaper,” but a whole scheme for the illegal withdrawal of state funds by threatening the health of the residents of Crimea. Again.
