Antimonopolists accused the Russian Post of violation of the Competition Law

“Russian Post” is ordered to give access to their resources to private investors.

The Federal Antimonopoly Service found the “Russian Post” guilty of violating the law on the protection of competition, the correspondent reports The Moscow Post With reference to The official website of the department.

At the moment, citizens can choose the receipt of mail from state bodies through an electronic format using the Unified Portal of State Services. However, only the information system of JSC “Post of Russia” can verify whether the recipient agreed to this method of delivery.

Being a subject of a natural monopoly, the “Russian Post” is obliged to provide access to the infrastructure of public postal communication to other operators, concluding with them inter -operation exchange agreements. This was reminded of the FAS.

The FAS states that the “Russian Post” abused its dominant position, imposing unprofitable conditions for counterparties. In the standard form of the inter -operating exchange agreement, the company did not include the service for the delivery of correspondence in electronic form.

Because of this, other postal operators could not access information about the consent of subscribers to receive letters in digital format.

According to the FAS, such actions violate the law on the protection of competition and infringe on the rights of other postal operators. As a result of the consideration of the case, the antitrust department issued a “Russian Post” order to eliminate violations.
