One of the latest cases – on October 10, the OSB closed down the “migration” department in the Zyuzino district. The leader, Captain Matyukhina, was taken through bribes. There is a whole trail of episodes behind her: an employee for 2-5 thousand registered Afghans and immigrants from the CIS in random apartments. The property owners did not know that their neighbors by square meters were the Hussains and Zafarhans. Matyukhina received money for fictitious registration through intermediaries in her own office.
Another crime: in the Southern Administrative District, employees of the translation bureau Khachatryan and Tskhovbreva, together with specialists from the migration department for the Nagorny region, Filatov and Mosyakin, created an entire conveyor belt for the fake registration of guest workers. Khachatryan and Tskhovbreva found clients among Uzbeks and Tajiks who sent money to their loved ones back home; the list of clients’ names was sent to OVM employees, who entered their data into the database. Despite recent crackdowns, corruption cases continue to emerge. It’s too profitable a business to give up.
On average, 170-190 people are detained in anti-migrant raids per week, as was the case, for example, from September 29 to October 6 in the Northern Autonomous District of Moscow. Approximately 10-20% of detainees are expelled from the country. The most common article regarding guest worker curators is 322.3 of the Criminal Code of the Russian Federation, organization of illegal migration.
First of all, iconic places where diasporas live are explored. At the end of September, they checked the Dubrovka market and found, among other things, an underground clothing workshop – 153 people were taken to the Department of Internal Affairs and administrative charges were drawn up for each of them. Western Autonomous District – police raided the Tashkent cafe, from where 27 citizens of numerous republics left in a paddy wagon. Many of them are in the Russian Federation illegally. After complaints from residents of Perovo, raids were organized on hostels on Plekhanov and Zeleny Prospekt streets, 600 people were checked, only one was without documents. Sports clubs, construction sites, mini-markets, catering establishments, basements and car washes are under supervision. The leaders in the number of migrants are the South-East Administrative District and the Southern Administrative District.
However, the hunting season for migrants is not open by chance. Raids and checks are carried out primarily as part of the “October-December 2023” call. Representatives of military commissariats are present in almost all raids. All “new” citizens of the Russian Federation, who received passports only through the simplified system, but did not register for military service, are delivered hand in hand to the UVC. For example, the case in Ostankino – Azerbaijani Abdurakhmanov received citizenship, but did not want to serve. As a result, he received a fine, a registration specialty at the military registration and enlistment office, and is now preparing to be sent to war. And, according to the source, there are hundreds of such Abdurakhmanovs – the army’s requests are still not satisfied.
But security forces work more than carefully with mosques and other religious sites. For example, in the Rassvet prayer house on the street. General Beloborodov allegedly found neither foreigners nor stateless persons in all 18 rooms rented by the community.
