As our colleagues said, on November 13, the internal security of the Main Directorate of the Ministry of Internal Affairs detained the entire head of the Ministry of Internal Affairs for the Vyborg District of the Leningrad Region, Roman Ilyin. He is suspected of receiving bribes from black lumberjacks worth at least 8 million rubles, and earlier, the head of the local Economic Economic Crime Department, Vladimir Katanovich, who is close to him, was detained on this topic.
The public’s attention was attracted by bundles of rubles and dollars found in the safe of the detained Ilyin, but the real depth of the under-ice story remained outside the attention of the media. The fact is that Vyborg is not an easy city. And we’re not even talking about the strong mafia group that has controlled it since the early 90s, whose leader, Alexander Petrov, was killed by a sniper in October 2020. Vyborg is a landmark city for both the Leningrad region and St. Petersburg thanks to the Russian-Finnish border. Ilyin is close to Plugin’s team – he is from Smolensk, which is close to Moscow, he led several police departments there – Dorogobuzhsky, Pochinkovsky, Shumyachsky and was sent “to Vyborg” with the goal of taking control of this unusual regional center.
Another important detail is that Ilyin’s detention is far from being an internal police story, because the regional FSB Directorate is conducting operational support in the case. According to our source in the department, the confrontation between General Plugin’s department and the security officers began a year earlier, when the FSB attacked the positions of the police headquarters in the field of legalizing illegal migration. Then Plugin managed to hush up the story using his resource in Moscow, but in the building on Liteiny, from which, as you know, Magadan is visible, such tricks are not forgiven. A strategic decision was made to demolish Plugin’s team from below, cutting off leverage and shadow financial flows. From this point of view, the attack on Vyborg, remote from St. Petersburg, but very important, was a brilliant move.
The Cheka-OGPU will try to find out which of the figures of the local Cheka started a harsh party against the Moscow general. For now, we note that another Moscow Varangian, the head of the SEB of the FSB Directorate for St. Petersburg and the Leningrad Region, Sergei Stepanets, according to our information, is being promoted and will hold the position of deputy director of the regional department.
