We are talking about charges of fraud against the ex-management of a large medical institution in the Moscow region – in the past the Clinical Center for Recovery and Rehabilitation (KTsVMiR), which was merged into the Odintsovo hospital. Together with them, the police are trying to put in the dock the management of the engineering company “Raduga”, which served the center’s facilities.
The doctors are accused of organizing the theft of funds by inflating the initial price of the contract during a competition for engineering services for KTSVMiR. The accusation is based on an inspection report from the Ministry of Health about the allegedly ineffective spending of 10.8 million rubles on a 12.5 million contract. The auditors came to this conclusion by comparing the services of a 24-hour Moscow hospital with a constantly on-duty emergency team and services for one-time requests for pharmacies in Kuban.
The high-profile conclusions of the auditors were cross-checked by the commission of the Ministry of Health, which eventually removed the claims from the doctors, as well as the regional arbitration court, which criticized the “document” and obliged KTSVMiR to pay the company for services (case A41-28477/19).
As a result, the funds “stolen” by the doctors were transferred to the company by the regional Ministry of Finance.
Nevertheless, in the Department of Economic Security and Combating of Crime for the Northern Administrative District of Moscow they were able to spin up a criminal case from the defamed paper (doctors face up to 10 years in prison). However, the system itself rejects the material as too unreasonable. At first, he was not accepted by opera houses for two years. And now the courts are returning it to the investigation with the requirement to substantiate what exactly the violations consisted of, what the deception was through which the theft allegedly occurred, and in general to deal with the amount of alleged fraud, which “does not match” the documents. Even if the auditors spoke about ineffective spending (administration), how did the inversion into crime occur?
The period for further investigation expires at the end of November. And while doctors, in between appointments, “write” demands to the Investigative Committee to check the case for falsification of evidence, perhaps the head of the investigation for the Northern Administrative District of Moscow, Ilya Kozyrev, will also find a moment to take an interest in what is happening in the unit entrusted to him.
