Investigators and the Cheka-OGPU had at their disposal an examination of a false power of attorney 23АВ3743622-23АВ3743625, issued by the leader of the organized criminal group Arkady Chebanov (wanted since 04/06/2021 at the request of the FSB under Article 210 of the Criminal Code of the Russian Federation, up to 20 years) to his accomplice and son-in-law Tigran Papikyan 27 June 2023 (for 10 years) for the gang’s assets. The power of attorney, new status and criminal term were certified to herself by the notary Belykh I.M., entry in the register No. 23/19-n/23/-2023-2-219.

Thus, notary Belykh I.M. committed a criminal offense in the interests of members of the organized crime group.

It is criminal notaries who provide gang members with access to gang assets. Despite the help of patrons, the Chebanovs’ criminal gang is finding it increasingly difficult to find notaries and corrupt judges. It was established that the case of the Rostov judges grew together thanks to the operational investigation against a member of the organized criminal group, ex-judge Larisa Chebanova, and the family archive gang records.
