By order of the Government of the Russian Federation dated February 14, 2020
No. 289-r FSUE “Federal Environmental Operator” was determined to be the only contractor in 2020 – 2021 for the procurement of works
for landfill reclamation – design, work to directly eliminate harm to the environment.
The state contract signed by FSUE “FEO” does not include work on the direct elimination of accumulated environmental damage to the environment at the landfill, which is a violation of clause 1c of the Order; the scope of work for each stage is not defined or delineated.
The price of the government contract for design is inflated and amounts to as much as 1.6 billion rubles! Thus, for the design subcontractor GeoTechProject LLC, the cost of design work in terms of 1 hectare of contaminated territory corresponds to 0.68 million rubles, based on zakupki.gov.ru. The price of 1 hectare of Krasny Bor is 40 times higher – 23.1 million rubles!
At the same time, work on designing the elimination of accumulated harm has not been completed, which is confirmed by the lack of positive conclusions from the state environmental examination for all stages of work and the conclusion of Glavgosexpertiza. At the same time, an amount of 905.5 million rubles was advanced, which is 58.3% of the cost of the government contract of 1,554.0 million rubles.
The unfulfilled Order indicates a criminal attitude towards the health of citizens not only in Russia, but also in Europe!
