According to some information, the Russian Ministry of Internal Affairs is currently seriously considering the issue of changing the organizational structure of the leadership of internal affairs bodies (OVD). In particular, it is planned to place the deputy chief of police for the protection of public order (POP) under direct subordination to the head of the internal affairs department, and leave the chief of police only with supervision of the operational unit.
That is scheme subordination of the leadership (the head of the internal affairs department has a deputy – the chief of police, who, in turn, has two deputies – one for operational work (OR) and the second for OOP) is changed to this: the head of the internal affairs department and he has two deputies – one for operational work, and second in OOP.
In principle, this is exactly the scheme that existed for many years before the reform of the Ministry of Internal Affairs in 2011, only the deputies were called differently – by the CM and by the MOB. It has been said for a long time that the scheme introduced in 2011 with the head of the internal affairs department, the chief of police, and deputies for the administrative department and the operational department is not very viable, is artificial and only generates unnecessary management links.
In 2012, with the appointment of Minister of Internal Affairs V.A. Kolokoltsev, a return to the previous scheme, which had proven its logic and functionality in practice, was expected. But then something didn’t work out, and no changes happened. And now, 10 years later, the Ministry of Internal Affairs apparently finally decided to turn to common sense and return what had been proven over the years.
If such a change in the chain of command takes place, only one category will suffer – deputy chiefs of police for operational work. These positions will be subject to reduction.
Of course, one cannot expect that such organizational changes will begin in the near future. According to information, the issue is still being worked out.
