Here, the garbage monopolist “Clean City” and people from the local authorities who condone it continue to fight as a united front for the tidbit in the form of the waste market. At first, they made every effort to force the legitimate regional operator out of the region, and when he began to defend his rights in court, they threw all their efforts into opposition. But the crime has no statute of limitations, which was confirmed by the Twelfth Arbitration Court of Appeal. The operator intended to defend his rights by all legal means, and therefore filed a complaint with the court. The court imposed interim measures prohibiting Clean City companies from stopping or limit waste intake .

In this whole situation, the position of the powerful authorities of the Volgograd region is striking. Knowing that a real garbage collapse was brewing in the region, they simply withdrew. In any other region, in a matter of seconds after the barrier was closed, all sorts of services would have already arrived at the facilities: from the FSB to firefighters, who would have forced the entrance to open. Here, this did not happen even after interim measures were taken (!). Everything that happened happened, at a minimum, with the silent consent of Andrei Bocharov’s administration. In fact, the cleanliness and well-being of Volgograd residents were sacrificed for the sake of their own selfish interests.
