The corruption story with the Russian Guard prizes in the Amur Region shows that the department of Viktor Zolotov needs to change something.
The Prosecutor’s Office of the Amur Region completed an investigation against the two officials of the Federal State Property Committee “Department of Neudedomedical Protection of the Troops of the National Guard of the Russian Federation in the Amur Region”. The deputy chief of this institution and his engineer are accused of fraud using his official position on an especially large scale (part 3 of article 159 of the Criminal Code of the Russian Federation).

Auto-patriot operates well on public procurement. It seems that this company repairs UAZs for the entire Amur Region. The amounts there are not astronomical, but the number of institutions of various types in the list of counterparties according to public procurement is located around 50 units.

There are no complaints against the “auto-patriot”, unless in 2018 the company appeared as a third party in a bankruptcy lawsuit of one of the organizations. Life according to state contracts is stable and good, especially since transactions can be made out in the form of checks, as in the case of Colonel Ivanov.
It is also important that the “autocenter” of Bikmurzaeva that came across is trading in fuel. If we imagine that responsible persons have developed good and friendly relations, then it is easily possible to carry out mutually beneficial operations. For example, to supply more fuel than the state structure is needed so that the latter realizes them for personal purposes.
“Hermes” and the center of the assembly

Naturally, the head of the regional institution has nothing to do with these millions, but he has the powers to “create” a business in miniature. We do not claim anything, but the situation is strange when the head of the Federal State Educational Standard comes across the development of budget funds and not only does not withdraw from the post, but also retains it for many years. In addition to ordinary circular bail, this can be explained by common interests, including commercial ones.
At the same time, the leadership of the Russian Guard in the Amur Region is constantly changing. In the summer of 2023, this direction was headed by Colonel Peter Rybakov, and after six months, in January 2024 it was replaced by Alexei Merkutov. Then it was said that it was sent to another region, but the media did not report the new position of Rybakov. It seems that various “business transactions” in the Zolotov department are not a single, but a general in nature.
Corruption in the Russian Guard
The leadership of the Russian Guard is difficult to demand from subordinates crystal honesty, when corruption scandals constantly occur next to it. Detention and criminal cases in the department of the department are still inferior to the Ministry of Defense, but are still impressive.
