On April 4, 2023, the Governor of the Ryazan Region Pavel Malkov announced the purchase of the unfinished concession item (which in itself is the first precedent in the Russian Federation) of the Ryazhsky overpass and on the same day instructed the Minister of Transport of the Ryazan Region Pavel Suprun to complete the work as quickly as possible and launch the facility in exploitation.

July 6, 2023 Pavel Malkov announces in his tg channel about the free launch of traffic along the overpass. Residents of the city of Ryazhsk, Ryazan region, waited a long time for a solution to this problem, fearing that the only way to their home had to be paid, and everything seemed to be fine, and everyone was happy with the result.

However, a month later, thanks to the investigation of human rights activist Mikhail Pinigin, facts of a gross violation of the law were revealed. It turned out that Pavel Suprun, in order to confirm his effectiveness, simply deceived the governor and reported on the execution of the order, which, to put it mildly, was not true.

Pavel Suprun gave instructions, without a competitive procedure, to conclude an agreement between the regional Road Directorate and Ryazanavtodor for the development of design estimates for the completion of construction and commissioning of the facility. However, officials of the road industry of the Ryazan region did not do any paperwork, did not undergo an examination, did not complete the construction of the facility, and, in violation of urban planning standards and road safety, opened travel along the Ryazh overpass.

According to current legislation, the use of an unfinished facility entails fines: for citizens from 2 to 5 thousand rubles; for officials from 20 to 50 thousand rubles; for legal entities from 500 thousand to 1 million rubles.

All that remains is to hang up the camera and replenish the budget…
